局地势与涡度守恒原理

      In this paper, the local potential of non-divergence flow on Beta plane is derived from the momentum equation. The conservative principle of vorticity is obtained when the local potential tends to minimum with the variational technique. Some other properties such as Lagrangian of vorticity equation, energy etc. are also discussed briefly here.
